Buying a Home in Horizon West: New Construction, CDD and Financing

For a Horizon West purchase, verify the actual parcel, future taxes and every community obligation before using a builder's payment estimate. A Winter Garden or Windermere mailing address does not establish the municipal jurisdiction, and the words planned community do not establish that a CDD assessment applies.

The best preapproval budget identifies the loan payment, completed property tax estimate, insurance, association layers and any documented public assessment separately. That is especially useful when comparing a new phase with a resale whose current bill reflects a different ownership history.

Horizon West is a planning area, not a postal city

Orange County identifies Horizon West as a special planning area with village based planning. Its public planning materials and parcel resources are the starting point for locating a particular property. [1]

Check the property's municipality and jurisdiction in the Property Appraiser record. [2] Do not select a permit office or assume city taxes solely from Winter Garden or Windermere printed in the mailing address.

A village name, subdivision name and postal address can describe different aspects of the same property. Keep the legal description and parcel number with the lender file so the appraisal, tax estimate, insurance and title work all concern the same collateral.

The Winter Garden guide addresses city versus mailing address research from that side of the comparison. This page focuses on Horizon West's planned community and construction choices.

Compare the housing choice and ownership structure

Use current comparable properties for the exact community and property type when choosing a price range. A townhome's lower price can be offset by recurring fees, while a larger detached home can require more insurance, maintenance and cash after closing.

Property choice ** Records to obtain** ** Loan issue to resolve**
Builder inventory home Final contract, lot, options and completion evidence Appraisal, incentives and closing date
Home in a future construction phase Deposit terms, specifications and expected delivery Rate lock, changing costs and continued qualification
Recent detached resale Insurance, taxes, permits and community obligations New owner cost rather than the seller's old payment
Townhome Deed structure, maintenance and association documents Required insurance and any project review
Condominium Project financial, insurance and condition records Lender project acceptance as well as borrower approval

Do not use the exterior appearance to decide whether a property is legally a condominium. Also identify which party maintains the roof, exterior, landscaping and shared areas. Those facts affect both insurance and your real budget.

Verify CDD charges rather than assume them

Ask for written evidence of an applicable CDD before adding an assessment to the budget. New construction and a planned community name do not establish that the lot is within a district.

FloridaCommerce maintains an official special district directory. [3] Use it to verify a named district, then obtain parcel specific assessment and boundary information from the district, tax records and settlement professionals. A countywide list alone does not establish that a particular lot is assessed.

If no applicable district charge is documented, do not invent one in the budget. If a charge applies, identify the adopted amount, payment method, operating portion, debt portion and any scheduled change.

Keep HOA dues separate from a public district assessment. A sales representative may use fee informally for both, but the underlying documents, collection method and obligations differ. Ask the lender to reconcile the charges rather than simply add every number mentioned in the sales office.

Association layers can change the payment

Obtain the current regular dues for the property's own association and any master association. Convert quarterly or annual amounts into monthly planning figures while preserving their actual payment dates for your cash budget.

Request capital contributions, transfer fees, approval charges and known assessments. Ask what maintenance and services are included and which are separate mandatory obligations. A recurring landscape or other service agreement can matter even if it is not labeled HOA dues.

For a new phase, request the governing documents and fee schedule for that lot. Ask whether the initial budget is adopted, estimated or expected to change as the community develops. Do not infer a permanent fee from a temporary builder presentation.

For a resale, use the settlement team's accepted association verification process. Unpaid amounts, assessments and ownership approvals should be resolved through the correct documents rather than an informal estimate from a neighbor.

Taxes need a completed home and new owner estimate

Use Orange County's Property Appraiser and tax estimator to review the parcel and model the purchase. [2] The current tax roll may reflect land, partial construction, a seller's exemptions or an assessment limitation.

Ask what the current bill includes and what will change after the purchase and completion. A low first year escrow estimate is not evidence that the fully assessed home will keep the same tax cost.

Discuss homestead and any applicable portability with the Property Appraiser using your actual ownership and occupancy facts. The homestead guide offers background, but it cannot substitute for a parcel specific determination.

Check non ad valorem items and confirm whether the total tax figure already includes any applicable district assessment. Count an item once. A combined tax bill and a separate community worksheet can otherwise cause either duplication or omission.

A Horizon West household cost example

Assume a hypothetical buyer has a quoted principal and interest payment of $2,800. The planning worksheet includes $850 in estimated monthly ad valorem taxes and $220 for insurance. Assume the documented recurring community costs are $180 monthly association dues, $240 quarterly master dues and $90 monthly under another mandatory service agreement.

The master dues equal $80 monthly for comparison. Total listed community obligations are $350, producing a combined monthly planning amount of $4,220 before mortgage insurance and other omitted expenses.

If a separately verified assessment of $1,800 annually applies and is not already included, add $150 monthly, making the example total $4,370. If that assessment does not apply to the actual parcel, it should not be added. If the tax figure already includes it, counting it again would be wrong.

These are hypothetical figures, not standard Horizon West fees, tax rates or insurance premiums. The lesson is to reconcile the parcel's documents, payment frequencies and inclusions before comparing the home with another community.

Construction growth creates timing decisions

When purchasing before completion, identify the final price, lot premium, structural choices, design selections and cash paid outside the mortgage. Ask which changes require new approval and when they affect the appraisal or funds needed.

A phase's expected delivery month can move. Coordinate the rate lock, current lease or home sale and the lender's completion requirements. A temporary housing plan may be necessary if the financing and move dates cannot be synchronized.

Compare builder incentives on equivalent terms. A temporary payment reduction can help the initial cash budget, while a permanent rate change, lender credit and price reduction have different effects. Ask what payment is used to qualify and what remains after the promotion ends.

The construction financing page explains the broader routes. Do not assume a purchase of a builder home and a loan to construct on your own lot follow the same process.

Resale requires a different condition review

A recent home still needs inspection, insurance and permit research. Confirm roof work, additions, enclosed spaces, pools and other material changes through the appropriate records and professionals.

For an unincorporated Orange County property, Fast Track is an official permit and development research resource. [4] Use the correct jurisdiction if the parcel record establishes a different authority. A mailing city should not send the buyer to the wrong search system.

Review drainage and insurance for the actual site. A new development or inland address does not eliminate the need for property specific flood and coverage review. The Florida insurance guide explains how to address problems before final underwriting.

If repairs are necessary for approval, confirm the accepted cure and timing. A credit or lower price does not automatically eliminate a lender's property condition requirement.

Make preapproval fit the community search

Give Dane the communities and property types you are comparing, including any townhouse or condo. Use realistic future taxes and verified fees in the initial budget rather than wait until a specific contract exposes a higher recurring cost.

If you are relocating or changing employment, explain the start date, income structure and current housing obligation. If another sale supplies funds, coordinate the net proceeds and funding order. Builder deposits and design spending can reduce the funds available later.

For a larger loan, compare the applicable program and county limit using the loan amount, not the home's price alone. Make sure cash for closing does not consume the reserve needed for moving and the first ownership adjustments.

Local public records and offer checklist

Start with the county's Horizon West planning resources, the Property Appraiser parcel and tax tools, and the correct permitting records. [1][2][4] Use FloridaCommerce to verify a named special district and obtain its own current records if relevant. [3]

Before offering:

  • Confirm the total price and recorded ownership structure.

  • Obtain insurance and a completed home tax estimate.

  • Reconcile association layers and any documented public assessment.

  • Review the actual phase rules and known condition issues.

  • For construction, check deposit, incentive, delivery and appraisal terms.

Keep a written list of unresolved items and their deadlines. Planning for a growing community is easier when the exact home and documents drive the financing. Send those records with the payment you want to preserve so the preapproval remains useful as you compare phases and resales.
