VA Loan Requirements 2026: Credit, Debt, Income, Residual Income and COE

Your certificate of eligibility is just the start. You also need to meet credit, income and residual income standards, and the home must meet VA's minimum property requirements.

A Certificate of Eligibility is an important first step for a VA purchase. It doesn't tell you the payment a lender will approve, whether the property meets requirements or how much money you need at closing.

A useful VA preapproval reviews the benefit, the borrower and the property together. That is how you avoid discovering late that the attractive no down payment structure was based on an incomplete file.

Start with the actual eligibility record

Service history, duty status and applicable exceptions determine benefit eligibility. The COE helps the lender establish that status and relevant entitlement information. If prior VA loans or unusual service circumstances are involved, resolve the record rather than relying on a general online service requirement.

Surviving spouses and certain other eligible categories have their own paths. A lender can assist with the request, but an assumption about military service isn't a substitute for the actual eligibility determination.

If you used VA financing before, disclose every relevant property and loan. An old account can affect the entitlement analysis even when the borrower remembers the transaction differently.

Full entitlement is different from unlimited approval

With full entitlement, VA doesn't impose the usual county loan limit as a universal cap on a zero down loan. You still must qualify financially, the property must support the transaction and the lender can have its own loan size conditions.

With remaining entitlement, the county limit and entitlement already charged can affect the required guaranty and possible down payment. Don't assume that having one VA loan prevents another, or that it makes the next purchase automatically zero down.

Ask the lender to document the entitlement and down payment calculation for the actual price. VA assumptions explains why selling through an assumption may leave entitlement tied up unless the required substitution occurs.

Credit review is broader than a score cutoff

VA doesn't publish one minimum credit score for the program. Lenders can establish their own score requirements. That distinction matters when one lender says the loan can't be done at the current score.

It doesn't mean credit is irrelevant. Payment history, major derogatory events, obligations and overall repayment risk still require analysis. Automated findings and manual underwriting conditions can also differ.

Ask whether a rejection comes from VA eligibility, an underwriting result or the lender's overlay. A second opinion is most useful when it addresses that specific constraint.

Residual income deserves its own worksheet

DTI compares qualifying monthly obligations with qualifying gross income. VA also evaluates residual income, the amount remaining after the required deductions and housing expense under its framework. Taxes, maintenance and utilities can matter even though a basic online DTI calculator may omit them.

The applicable residual benchmark depends on factors such as family size, region and loan amount. A lender should use the correct table and household treatment. A ratio above a commonly quoted benchmark isn't automatically a universal denial or approval.

Don't substitute your checking account's usual leftover balance for the underwriting calculation. The lender must use the documented income and required expense method.

Two tests can describe the same file differently

Hypothetical illustration: monthly gross qualifying income is $8,000. Proposed housing expense is $2,900 and other counted debts are $600. DTI is $3,500 divided by $8,000, or 43.75%.

For a simplified residual illustration, assume $1,800 in applicable tax deductions and $420 in required maintenance and utility allowance, with no other deductions. Income remaining after $1,800, $2,900, $600 and $420 is $2,280.

That isn't a complete VA worksheet or an approval promise. Family size and all required deductions still need review. It shows why two borrowers with identical DTI can have different residual positions if their taxes, household or property expenses differ.

Income must support the actual payment

Salary, military pay, self employment, retirement and other eligible sources have documentation and stability requirements. A large recent deposit or a promising future income source isn't automatically monthly qualifying income.

Provide the compensation details early, particularly if a job change, separation from service, bonus pattern or business income is involved. A COE doesn't resolve an income transition.

Include the realistic property taxes, insurance and association charges. A payment estimate using the seller's unusually low tax bill can create an avoidable late change.

The property must fit the loan

VA purchase financing is intended for an eligible home with a qualifying occupancy plan. It isn't a generic investor loan. Eligible multiunit, condo, manufactured and construction transactions have additional property and lender considerations.

The appraisal and VA property requirements aren't a substitute for a buyer's independent inspection. They serve the financing review, while an inspection can help the buyer understand the condition and maintenance risk.

If repairs or insurance problems appear, resolve the actual requirement rather than assuming the borrower approval overrides the property issue.

No down payment doesn't remove closing expenses

The funding fee, if not exempt, has its own treatment. Other costs, prepaids and escrow can still require cash or permissible assistance. The funding fee guide and cash to close separate those figures.

Before shopping seriously, request the verified income, full housing budget, residual worksheet, entitlement calculation, fee status and eligible asset plan. A VA loan can be an exceptionally useful benefit. The strongest use of it is a purchase whose numbers still work after every required part has been checked.

VA Loan Credit Score Requirements

No VA minimum score

VA leaves credit score minimums to lenders. Many set 620, some 580, and a few go lower. On IRRRLs, some lenders go to 500. I work with lenders across that range. See lender overlays.

What VA actually focuses on

Your payment history, especially the last 12 months, your residual income and your overall pattern of handling credit. A lower score with clean recent history often does better than a higher score with recent late payments.

Collections and charge offs

VA generally doesn't require older collections or charge offs to be paid off. Underwriters look at whether they're recent and what caused them. A short explanation helps.

Judgments and federal debt

Judgments generally need to be paid or on a payment plan with a history of payments. Delinquent federal debt, like defaulted student loans, must be resolved before closing.

No credit score

VA allows nontraditional credit, like rent, utilities and insurance payments, for borrowers without a score. These files usually go through manual underwriting.

After bankruptcy or foreclosure

Generally two years after a Chapter 7 or foreclosure, or 12 months into a Chapter 13 with trustee approval. See waiting periods by loan.

VA Loan Debt Rules

Debt to income and residual income

VA uses 41% as a guideline, but residual income, the money left each month after major expenses, is the real test. With strong residual income, much higher ratios can be approved. See VA manual underwriting.

Student loans

If your student loans are deferred at least 12 months past closing, they can generally be left out. Otherwise, lenders compare the payment on your credit report to a threshold of 5% of the balance divided by 12, and use the higher amount unless your servicer documents a different actual payment. A documented income driven payment can help.

Short term debts

Unlike conventional and FHA, VA can still count a debt with only a few payments left if the payment is large enough to affect your budget right after closing.

Child care

VA counts child care costs as a monthly obligation in qualifying, which affects both your ratio and residual income.

Debts others pay and co signed loans

A debt you co signed that someone else pays can often be excluded with proof they've made the payments, typically about 12 months.

Support payments

Child support and alimony you pay count as obligations.

VA Loan Income Rules

Military pay and allowances

Base pay counts, and so do allowances like BAH and BAS, and specialty pays that are likely to continue. Your Leave and Earnings Statement documents it.

Separating soon

If you're leaving the military within about 12 months, lenders want evidence of what comes next: reenlistment, a civilian job offer or other continuing income.

Disability and retirement

VA disability compensation and military retirement count. Non taxable income may be grossed up, depending on the lender. See disability income and buying power.

Civilian jobs

A two year work history is typical, and military service counts toward it. A new civilian job in a related field can usually be used right away.

Overtime, bonus, commission and part time

Usually averaged over two years with a stable or rising trend.

Rental income

For rentals on your return, see Schedule E explained.

Self employed

Typically two years of tax returns after expenses. See self employed options.

Gaps

Usually explainable, especially transitions out of the military or school.

Spouse income

A spouse on the loan adds income, and their debts count too.

Common questions

Is there a minimum credit score for a VA loan?

VA doesn't set one, but most lenders do, often somewhere around 580 to 620.

What is residual income?

The money left each month after major expenses. VA sets a minimum based on family size and region.

Can I buy a fixer upper with a VA loan?
