What Is a Florida Milestone Inspection and Does It Affect Financing?

Short answer

A milestone inspection is a structural inspection Florida requires for condo and cooperative buildings of three or more stories at about 30 years of age (earlier near the coast), then every 10 years. It affects financing when it finds problems, because repairs, special assessments and critical repairs can make a building hard to finance.

Florida's building safety law (SB 4-D, passed in 2022) requires a licensed architect or engineer to perform a milestone inspection of the structural integrity of condominium and cooperative buildings of three or more stories. If substantial structural deterioration is found, a second phase of inspection is required.

The law also requires a structural integrity reserve study, or SIRS, every 10 years for those buildings. The study covers key structural components and the reserve money needed for future major repairs. The law was amended again in 2025 through House Bill 913, so the current definitions and deadlines should be checked for any specific building.

For a buyer or a lender, the practical effect comes from what the reports say. A building with pending structural repairs, a large special assessment, or underfunded reserves is harder to finance and can raise dues. Fannie Mae's project rules also address unfinished critical repairs.

Florida's two condo structural requirements

Requirement What it is
Milestone inspection Structural inspection by an architect or engineer for buildings of three or more stories, then every 10 years
Structural integrity reserve study Study of reserve funding for major structural repairs, required every 10 years
Phase two inspection Required if the first phase finds substantial structural deterioration

Summary of SB 4-D. Confirm current deadlines for a specific building.

What to do

  1. Ask the association for the milestone inspection report and the SIRS.
  2. Ask for the current budget and any special assessment notices.
  3. Ask whether repairs are planned, funded or finished.
  4. Send the documents to your lender before your inspection period ends.
