How Does a Florida CDD Fee Affect Your Mortgage Debt to Income Ratio?

Short answer

Usually it counts. A CDD assessment is a non ad valorem charge collected on your property tax bill. Fannie Mae counts real estate taxes and special assessments in the monthly housing expense, so lenders typically include the CDD in your payment and your DTI. Confirm your lender's treatment before you shop.

A Community Development District is a special purpose local government created under Chapter 190 of the Florida Statutes. Its assessments are non ad valorem, which means they are not based on the property's value, and they are typically collected on the county tax roll along with property taxes.

Fannie Mae's monthly housing expense for the subject property includes insurance premiums, real estate taxes, special assessments and association dues. A CDD charge that appears on the tax bill is part of what a lender puts in your qualifying payment.

The effect on DTI is simple: every dollar of CDD a year adds one twelfth to your monthly payment. A $1,800 CDD charge is $150 a month. On $8,000 of monthly income that is almost two percentage points of DTI.

Example: CDD effect on monthly payment and DTI

Item Amount
Annual CDD assessment $1,800
Monthly CDD payment $150
Gross monthly income $8,000
DTI added by the CDD About 1.9 points

Made up figures. The ratio shown is only the CDD's share.

What to do

  1. Pull the county tax bill and look for a district name under non ad valorem assessments.
  2. Ask your lender how it treats the CDD and whether it will be escrowed.
  3. Check the district's adopted budget for the current and future amounts.
  4. Add the CDD to your payment before you decide on a price.
